DIARY NOTES
DD/S 3 June 1965
1. At the Executive Committee Meeting this morning:
a. The Director again needled Jack Earman about his survey of
NPIC. The Director seems insistent on employing an outside group
of technicians to conduct a study and advise us what NPIC should be
doing five years hence.
b. I reported on our forecast of military requirements for Fiscal
Year 1966. This elicited some remarks from the Director about mili-
tary personnel on the Board of National Estimates, and he asked Sherman
Kent to put a Navy man on the Board.

c. I reported that-tax obligations to the - Govern-
ment have been settled.

d. Mr. Kirkpatrick reported that we plan to construct a helioport
in connection with the new parking lot. The Director thought this was
a good idea.
e. The Director indicated that he wants to reorganize our news
clipping service. He apparently expects to receive daily a digest of
both foreign and domestic news.
2. 1 lunched with Mr. Henry Giordano, Commissioner of Narcotics,
25X1A9a Howard Osborn, and ~ I also took him to shake hands with the Di-
rector. He was briefed earlier by Howard and Vic. He indicated that the
only problem that bothered him concerned narcotics traffic originating in
25X1 A6a northern - and that he would discuss this with Vic.

4. I talked to Dick Helms and bout classifying the
Biographic Register, about which Bill Crockett spoke to me several days
ago. Dick and George would prefer a classification of "Confidential" rather
than "Official Use Only" but will settle for "Official Use Only." I agreed
to inform Bill.

5. I talked with Matt Baird about job possibilities after he is relieved
as Director of Training in January 1966. I suggested that he might become
the CIA representative at the Interdepartmental Seminar for his last eighteen
months of Agency service. This didn't appeal to him very much, and he
said that he would prefer a job which did not require him to make s eeches,
give instruction, etc. I also suggested the and 25X1A6a
he said that he felt he could do this and that i wou e accepta e , owever,
he said that I should realize he was very overt, which might cause a cover
problem. He also indicated that he has had some conversations with George
Morgan at the Foreign Service Institute and that a task force might be set
up to restudy the desirability of establishing a Foreign Affairs Academy. I
said that I thought he would be ideal to participate in such a task force and
that he should keep his ear to the ground for this possibility. (Later I had .a
conversation with Emmett Echols, who suggested that Matt might assist in
organizing an alumni association if we decide to establish one.)
