Sherman Kent again questioned whether we could pay m 25X1 A5a 1 more than $50 a day for the two months the Office of National Estimates plans to use him this summer. I commented that Larry Houston had forwarded a memorandum to Dick Helms which, if ap- proved, would authorize us to seek an amendment to our legislation which would free us from this $50 limitation. I also said that this action obviously could not be taken in time to cover this 25X1A5a1 summer and that I saw no reason why he could not be put in a WAE status. (After the meeting I telephoned Emmett Echols and asked him to get together with Sherm today to work out a satisfactory ar- rangement for summer duties.) b. Mr. Kirkpatrick questioned Larry Houston's memorandum on suggested changes in legislation because he thought our Congressional committees would object to any implication that we plan to adopt Foreign Service regulations. A brief discussion ensued which resulted in Dick Helms' requesting that Kirk and Larry get together and sort out this problem. 25X1A6a d. Mr. Kirkpatrick called attention to Office of Training Bulletin No. 13-65, which announces that the PERT film will be shown in the auditorium on 9 and 11 June. 25X1A6a e. Dick Helms announced that iii 25X1A9a died yesterday. He said Pat he understood had had an 25X1A9a operation about six months ago. He queried whether he had had the best possible medical care and specifically wondered where the operation had been performed. (I asked Dr. Tietjento look into this and to make a factual report to Dick and me.) He was very ent usiastic about this assign- ment and anticipated that he would probably retire after this tour. 25X1A9a 4. was up to discuss with me the progress which has been made on the nepotism study. Briefly, 749 employees have 774 relatives on the payroll. Such employees in grades GS-15 through GS-18 were identified by name. We agreed to divide the 749 employees into categories from which we could draw some general conclusions which I might discuss with Dick Helms before proceeding with a more detailed study if this should be neces- sary. I was concerned about only two cases in the grades GS-15 through GS-18 listing. Both were husband-and-wife teams in the Offices of National Estimates and Current Intelligence. 5. Joe Becker telephoned to commend - for his recent work 25X1 A9a as a member of the Automatic Data Processing Committee. He said that, particularly during the last few days, Bob did some outstanding drafting which had "cut through the fog" and that his work had indeed been most helpful and commendable. 6. I was impressed with Mike's statements about his difficulty in getting personnel for RID. (I asked Emmett Echols to have someone take a o d, hard look at this prob- lem in addition to re-evaluating position.) 25X1A9a 25X1A9a 7. I reminded that we have not yet received Mr. McCone's farewell letter to al employees. Walt told me that he had drafted the letter and plans to check it out with Mr. McCone this afternoon. 25X1A9a 8, met and discussed his problem with 25X1A9a later w me.
