The Director said that during a recent conversation with the President, he told Admiral Rabo~n that he expected him to develop the finest intelligence service in the world and that he should "spare no expense . " Jack... Earman suggested that this information not be spread too widely far fear everybody might think he has a blank check, so the Director changed his admonition to "spare no effort." b. The Director then delivered another exhortation about self- improvement, self-appraisal, fresh ideas, etc. He emphasized that "as is" management is no good, and he encouraged everybody to get himself a bright, young eager beavex who would act as his own "In- spector General" to challenge current practices and develop new ideas. He then expected that these ideas would be brought to him for approval. c . I made a brief report on the arrangements which we have made ~..l a.L i1_ _ ? .. _ 2, I agreed with John Clarke to spend most of Monday afternoon, 28 June, being briefed on BPAM. 25X 1 C 25X1A charge . I invited them to produce a paper setting forth their ar u- g ments and estimating the security risk involved in adopting their recom- mendation as opposed to continuing the present arrangement. Matt called me later in the day and said that they had discussed the matter further and had decided to drop the whole matter since they would probably not be able to convince me, I said that I agreed if this was their choice but invited them to raise the question again at any time. Matt also asked whether I wanted to retain. I told him that for the present I did . Dick Helms asked me to handle the arrangements far a luncheon in honor of Mr. Kirkpatrick' on Thursday, 1 July, in the Executive Dining Room. I blocked out this date on Kirk's calendar and obtained an approved guest list, subject to any changes Kirk might want to make. I also agreed to ask Kirk whether he wished to receive the Distinguished Intelligence Medal at this luncheon or at another ceremony to which he could invite his family and friends .
