1. At the Executive Committee Meeting this morning:
28 January 1965
a. General Carter cautioned everyone and told us to caution our peo-
ple against any behavior or actions based on the assumption that Mr.
McCone is a "lame duck" appointee. General Carter reminded us that
no date has been set for Mr. McCone's departure and no replacement has
been selected. Furthermore, he is the kind of man who will operate with
full vigor until the last minute, and it would be most unfortunate if any-
body assumed a "lame duck" attitude.
b. Mr. Kirkpatrick made a plea for greater accuracy and better
quality of papers sent to the Office of the Director. He said that too many
papers are received with great pressure for immediate signature and
they have not been properly prepared. He singled out a recent incident
involving the Offices of Personnel and Security and DD/S&T to illustrate
his point. (I sent Howard Osborn and Emmett Echols a personal note on
this score, and I would like to take this up at the next DD/S Staff Meeting.)
c. I reported that we were prepared to give our polygraph presenta-
tion at any time and that it would take approximately thirty minutes. Gen-
eral Carter expressed interest in seeing it at an early date. He also said
that he thought all Office Heads and perhaps employees at lower levels
who have any contact with the general public or the press should have this
briefing, but of course we will defer any such program until after he has
previewed the presentation.

e. I reported briefly on the General Services Administration's
memorandum which we just received and which was published pursuant
to the President's directive on the reduction in purchase of office furni-
ture and typewriters and a moratorium on the purchase of filing cabi-
nets. I put everybody on notice that this Agency would have no alterna-
tive but to comply with this directive and that our ambitions and plans
to plush up offices with new contemporary furniture, etc., would very
definitely have to be set aside for some time.
2. John Clarke called again about our propo sal to convert our contract
language instructors to a project. He said that is opposed 25X1A9a
to this but that he intended to overrule Paul and that I very definitely could
go ahead with it. He did say that he had some question about the necessity
for the additional positions in the Offices of Finance and Security. I told
him that I had looked into this and that I was satisfied they were needed.
Furthermore, 1 said that I thought I had a good case for twenty-nine, not
eighteen, positions and that, since I had agreed to settle for eighteen, I
considered it my responsibility to decide how I would use them. I also said
that, as a matter of principle, if they were going to keep putting pressure
on Deputy Directors to cooperate in the reduction of personnel, they weren't
going to get much cooperation unless they stopped telling Deputy Directors
in great detail just how they could use each of the positions allotted. This
was a friendly, but firm, conversation, and John was quick to state. that he
agreed with my philosophy.
25X1A9a 3. called in response to my request yesterday at
the DD/S Staff Meeting that more people attend the Intelligence Orientation
Course. He pointed out that he has a special problem since at least some
25X1 C of his people have twenty-seven weeks of communications training plus a
certain amount of training etc. To add
eight weeks of Intelligence Orientation to t is poses a rea problem. He
regards most of these people as professionals but does not believe that
they have a real need for the full Intelligence Orientation Course including
the Agency organization, Intelligence Community organization, etc. He
feels strongly, however, as I do, that they should have International Com-
munism and things of this nature. I told that I would 25X1A9a
look into this. (It seems to me that we may have this problem in the DD/S
as a whole. I see no real necessity for a radio operator to know all about
the Intelligence Community or even all about the Agency, but I do think it
is important that he have part of this course. I therefore want our Training
Officer to explore this problem in greater detail with our own office and
with the Office of Training and to see if a shortened version of this course
might not be appropriate for a number of our people. This would give them
all the orientation they need and at the same time solve part of our workload
and manpower problem.)

4. I telephoned John Clarke about the following:
a. I cleared with John the substance of the memorandum which I am
sending to Joe Becker requesting that he notify Support components and
furnish details when a non-Support office requests information in his
custody which is the responsibility of one of our Support Offices. John
found no objection to this.
b. I also talked with John about the JOT ceiling and told him that we
shall definitely need the additional twenty-five positions which were
authorized for the JOT Program. He indicated that he would give us the
positions, and I told him that I would submit a memorandum of justifica-
tion sometime very soon.

5. Bob Fuchs telephoned about the following:
a. Bob said that Assistant Manager of the Credit
Union, had asked him to contact a personal acquaintance to arrange for
a study of the machine operations in the Credit Union by the same com-
mercial group which recently made a study of our Office of Computer
Services. I told Bob that I thought he should not do this until we have
discussed it with Joe Becker's people. Then if it is necessary to hire an
outside firm, we should know what Joe's people thought of the study which
this firm did for OCS before giving them another job. I said that I would
get in touch with Emmett Echols and make sure that this was all put on
the rails. (Later Emmett Echols advised me that the Credit Union has
discussed this study with of the Office of Computer Services
who told them that OCS could not do their survey and, in fact, recom-
mended the firm. Therefore, this sounds all right. However, I want to
see if I can't persuade Joe Becker to do this since I believe that there
would be only about one week's work involved for perhaps one man.)
b. I asked Bob about the decentralization of financial certifying
activities in the Africa Division. He promised me a paper on decentrali-
zation generally within a day or so in compliance with our earlier com-
mitment to follow up on this about the end of the year. He would like me
to read this paper before we discuss the Africa Division's problem, and
I agreed to do so provided he gets the paper to me promptly.
6. Bob Bannerman, and I
lunched with Mr. Marshall P. Jones, Executive Director o t e ureau of Far
Eastern Affairs of the Department of State, who was here to speak to the JOT

7. Dr. Tietjen and came to talk with me about Mr.
Kirkpatrick's memorandum directing that a task force be set up to review the
current procedures, including their validity, for covering assessments of
foreign, non-agent personnel. They are concerned about this and believe that
DD/P is also. I suggested that get together with the Technical
Services Division representative. they agree that the current arrangements 25X1 A9a
make the best use of Agency personnel assets to focus on the objective and
accomplish the mission, they should be able to cope with the BPAM representa-
tive if he does, in fact, try to rearrange things neatly to fit an organization
chart, regulatory functional responsibilities, etc. I told them, however, that
I had heard nothing of this prior to receiving Mr. Kirkpatrick's memorandum
and that I did not know what had kicked this off in the first place.

that I thought we would like to retain Bill for at least one more ear but that 25X1 A9a

individual has never received the normal retirement notification letter.)
9. Matt Baird talked to me about the possibility of exchanging jobs be -
tween our liaison with the Defense Intelligence Agency, and
that this was an excellent idea. I think that-should do well in the liaison 25X1 A9a
job at DIA since he is a senior Reserve colonel, has a Ph.D. in education,
and knows the Agency; and I am certain that Ben can give the Registrar's of-
fice a needed shot in the arm.

business on at least the present scale. In this connection, I was warned and
the Office of Security has already been warned that the investigative load on
the Office of Security will be substantially increased if this program does get
