DIARY NOTES
1 February 1965
1. Mr. Kirkpatrick telephoned this morning to say that it had been de-
cided that we would go ahead with our summer-only employment program.
He has talked with Warren Irons of the Civil Service Commission and they
will offer no objection. He also plans to talk to John Macy and has asked
Larry Houston to touch base with the staff members of our four Congres-
sional committees. (I therefore asked Emmett Echols to prepare our Head-
quarters Notice as quickly as possible and to incorporate in it some philoso-
phy regarding why we are going ahead with this program so that our em-
ployees may have an answer when they are challenged about our program,
which in all probability they will be.)
2. Matt Baird telephoned this morning with his nose mildly out of joint.

a. He said that he had never seen the special midcareer study pre-
pared by for the Office of Personnel and which was sent forward
to Mr. Kirkpatrick. I seemed to recall raising this same question myself,
and I thought I had been told that the Office of Training was aware of this
study. (In any case, I asked Emmett Echols to ensure that OTR receives
copies of this study right away, and I told him that I thought they had been
in error in not coordinating this study with QTR in the first place.)
b. Matt also told me that, at a meeting last Thursday, 28 January,
which attended on behalf of OTR, a tentative conclusion
was reached to rename the JOT Program the CSTP, presumably to mean
Career Selection Training Program. Matt thought that this would not be
a good idea since CS normally connotes Clandestine Services. I told him
that I would not approve this change without giving it further thought and
considering his wishes.

district, and he is interested in learning more about it. I told John that,
since this meeting would conflict with my Staff Meeting, I saw no reason for
me to attend.

5 ? and I met with Mr. Kirkpatrick to dis-
cuss the o ow ng ems:
a. We presented the Office of Personnel's plan of action for mem-
bership in the Employee Activity Association. Kirk subscribed to the
entire proposal with the exception of the $50 founders' membership fee.
We agreed to proceed with $25, $10, and $2 membership fees. They
also thought that it would be a good idea to solicit $25 contributions
from supergrades first and then to launch our regular campaign.
b. We also reviewed with Kirk the proposal through which we would
indemnify the Credit Union against losses which our security procedures
preclude from processing to the ultimate degree. This is all outlined in
a Memorandum of Understanding which Kirk authorized me to sign, say-
ing that he did not feel I needed to check it out any further.
6. I talked with Mr. Kirkpatrick about the memorandum from the Fine
Arts Commission concerning Christmas decorations. I told Kirk that I also
felt that some of our decorations could have been improved, particularly the
display in the central court. However, I am very much concerned about over-
formalizing the Christmas decoration procedure. I reviewed with Kirk the
manner in which these decorations have been handled since we have been in the
Headquarters building and emphasized that most of the work was done by
volunteer employees after work hours and on weekends. I thought that the
spirit with which this decorating has been done is much more important than
the appearance, which certainly has not been bad.. I also thought that the
employees' spirit might be considerably dampened if they thought they had
25X1 Aga to submit their designs for formal approval by the Fine Arts Commission,
etc. I countered proposal by suggesting that the Fine Arts Com-
mission constitut committee to handle the Christmas decorations
25X1 A9a in the same way that and her committee did a couple of years
ago and in the same way that the Employee Activity Association has done the
past two years. I said that the fact that they are not a line organization should
really have nothing to do with it and that I thought they were indeed very well
suited to take on this task. Kirk said that he was inclined to agree with this
and that he would return Jim's paper with this suggestion.

7. 1 talked with Mr. Kirkpatrick about the following items:
a. I raised the possibility of inviting General Cabell to become a
member of the Board of Directors of Air America, Inc . , 25X1 A5a 1
25X1A5a1 He thought that this would be a good idea but re-
quested that I check it out with General Carter and ask him to check it
with Mr. MeCone for political reasons. He thought that this might have
been quite unacceptable to the Kennedy administration, although I antici-
pate that the Johnson administration would have no objection and, in
fact, might applaud such a move.
25X1 A5a 1 b. I talked with Kirk about the DD/S&T contract with 25X1 A5a 1
hich was presented to the Office of Logistics after DD/S&T
had received all the proposals and had obtained Kirk's signature. I told
Kirk that I thought we would have recommended that he sign this paper
if we had been asked but that this case had all the earmarks of an at-
tempt to avoid soliciting proposals either through or in coordination with
the Office of Logistics. Kirk was fairly irate about this and said that he
had been trapped into signing this paper by DD/S&T people. He thought
that he was signing off on only the amount of money and had no idea that
he was approving something which had not been processed in the normal
manner. He asked me specifically to speak to out this and 25X1 A9a
to tell Jack that he did not want any recurrences o t s or similar inci-
dents. (This I will do.)
25X1 A9a C. Kirk and I talked about the ase. Kirk felt rather
25X1A9a strongly tha should not be continued in the Agency's employ
and was somewhat disappointed that the Offices of Security and Medical
Services do not entirely agree with his position.. I do happen to agree
with it, and I told him that I would be glad to talk with DD/I about it. (If
DD/I does not agree with our position, I shall report to Kirk and he can
proceed from there.)
