DIARY NOTES
DD/S 8 February 1965
1. At the Executive Committee Meeting this morning the evacuation of
dependents from South Vietnam was discussed briefly, and it was generally
agreed that at least for the moment we should follow whatever action the
rest of the Government takes. General Carter said that it might be neces-
sary for us to "slide around a bit" after we see what they are going to do.
(I spent some time during the day talking with
- and others about this situation. At the close of business the De-
partment of State was in the process of sending a message to Saigon, the
gist of which is as follows: The United States, in addition to Manila, Hong
Kong, and Bangkok, is designated a safe haven area. The Ambassador is
authorized to issue travel orders for dependents to any United States address.
Dependents may travel either via Europe or the Pacific Ocean at no added
cost to the traveller, may use either American or foreign flag air carrier,
and may ship a limited amount of household effects. The education allowance
will continue if dependents continue to reside abroad. Maximum per diem for
the safe haven area to which they are evacuated is authorized for up to thirty
days with a reduction thereafter for not to exceed a total of 180 days. Lou

2. Matt Baird called to report that he got in touch with the Director of
Training of the National Security Agency and explained to him why we could
not give him copies of the Office of Training Bulletin. I asked Matt to ensure
that Mr. ~.inderstands our reasons for this decision.
3. General Carter telephoned about the status of our summer employ-
ment program. I told him that our Headquarters Notice was ready to be
published, but I could not answer his questions about whether White House
and/or Congressional clearances had been obtained. At his request I looked
into this and found that Mr. Kirkpatrick has not yet talked to John Macy,
and according to the Legislative Counsel's Journal of 5 February no green
lights have been given by our Congressional committees. I sent General
Carter a memorandum to this effect, together with the Headquarters Notice.
