1. At the Executive Committee Meeting this morning Mr. McCone and
General Carter cautioned everyone that the strictest possible interpretation
of the need-to-know principle must be applied insofar as the current military
operations in Vietnam are concerned. They both fear that, due to the large
number of people attending meetings at which decisions for strikes, etc . , are
being made, this information could leak to the enemy and could lead to a dis-
aster on the part of our own troops.

b. Matt also said that they had been meeting and discussing my
memorandum about the Support Services Course. He felt that, while there
is great room for improvement in the Course, the situation is not too bad
and that my idea to tell each student definitely where he will work after
this Course is probably of greatest importance. However, I think that he
was concerned that we might take these people away from 25X1A9a
and the JOT Staff insofar as the handling of their assignments is concerned.
I told him that this was not my intent and that I would ensure that Hal
and the others working on this problem are in full collaboration with
Bob.

and a third next to our proposed Printing Services plant. They did not recom-
mend the last, however. I think that they are inclined to favor the site almost
in front of the building because they fear that the site near Route 123 would
annoy our neighbors. At the moment, however, I am rather inclined to favor
this site. In any case, I asked them to prepare a paper showing the pros and
cons of each of these three sites. I also asked them to provide for approxi-
mately 100 parking spaces in their cost estimates. H. S. estimated that the
entire construction would cost $400, 000. I believe that if we can get $400, 000
from the Congress we can get $500, 000. In any case, it will be necessary to
have funds for contingencies.

5. Larry Houston reported that Bill Darden of Senator Russell's staff
has agreed that we should proceed with our summer employment program
and inform Senator Russell at some later date when he returns to the
Senate. (I will therefore tell General Carter that we have the Congressional
green light and that we should proceed as soon as we get the White House
green light.)
