They expressed their opinion that there would be a very substantial saving in manpower if we were not required to maintain separate systems for vouchered and unvouchered funds. In discussing the matter, we all remembered that we had made this decision when the General Accounting Office pulled out altogether and left the entire audit up to CIA. I believe that we did this so that, if the GAO audit ever resumed, they could start auditing the vouchered side with no difficulty. Since GAO originally per- formed the audit at the invitation of the Agency and if, in fact, there are substantial savings to be made, I question whether we are justified in maintaining two sets of books. In any case, I asked that a staff study on this subject be prepared for policy consideration. b. I also discussed with Ralph and Fred the conflict between Ralph's former duties in develo in the FAN system and those he now has in con- nection with the We all agreed that both these chores were important and that it would be impossible for one man to do both.
