DIARY NOTES
DD/S 24 February 1965
1. General Carter spoke to me about compiling a list of the significant
accomplishments of the Agency during Mr. McCone's tenure of office. I
said that I thought we could do this very easily and that it would be a very
impressive list. He indicated that he would initiate such action through BPAM
and would compile a list for the entire Agency.
2. At the Executive Committee Meeting this morning:
a. There was a general discussion about making classified informa-
tion available to the Office of the Vice President, providing security
clearances for the personnel working in his office, etc. The Director
said that he wanted to go into this personally, and I understand that the
Office of Security is to do nothing about this until we get some further
instructions from the Director's office. (After the meeting Mr. Kirk-
patrick telephoned me about this, and we agreed that we should process
individual security clearances that might be requested in a routine
manner by the White House but that we should not examine their physical
security, their methods of handling classified information, security
indoctrination, etc . , until we are so instructed by the Director. I passed
this on to Howard Osborn.)
b. I mentioned the 15 February memorandum to the heads of execu-
tive departments and agencies from the President's Advisory Panel on
Federal Pay requesting that a notice be posted on bulletin boards. I said
that I proposed to post this notice but would have the Office of Security
clear all letters written in response to it. The Director said that he
thought we should not post the notice. (I instructed Emmett Echols ac-
cordingly.)
3. At the Class of '33 luncheon today talked to me about
the possibility of a job with the Agency. He is retired and is certified by the
Civil Service Commission as a grade GS-13/14 administrative officer. I
told him that we simply could not hire anyone of his age in this type of job
at this time but that I would be very glad to keep his interest in mind and
would get in touch with him if something should pop up for which I felt he
was suitable.

4. 1 also received a telephone cal d other classmate, Dr.
Benedict Ray, recommending Mr. for a position with the
Agency. Apparently Ben and serve toget er in some capacity
in Cambodia and Afghanistan. Ben explained that does not have
a degree but makes up for it in many other ways. I told him that I thought
the possibilities of using were not very good. However, I said
that I would mail him application forms and that, if he wanted to fill them
out, we would give him every consideration.
5. I talked again with General Carter and Mr. Kirkpatrick about our
summer-only employment program, and they approved our proposed Notice.
It has gone to press, and I have so advised Emmett Echols. I also told
Emmett that we must obtain bona fide requirements from each Deputy Di-
rector and that we must insist that, in general, these employees are used
on projects of high priority which could not otherwise be accomplished.
6. Alan Warfield, and I met with Mr. Kirkpatrick,
and John arse To discuss our nebulous ideas about a gymna-
sium an sw mming pool. In addition to the three sites which Alan and
H. S. proposed for consideration, it was suggested that we consider using
part of the South Parking Lot in order to have the gymnasium close to the
Headquarters building. H. S. and Alan will give some study to this sug-
gestion, which seemed feasible since the new 1, 000-car parking lot which
we are going to construct adjacent to the West Parking Lot would more than
compensate for an space we might take away from the existing lot. Kirk
asked to find out what the FBI is putting in their new building
in the way of a gymnasium. He also asked H. S. to plan a rifle range in the
building and said that he and John Clarke would feel out the Bureau of the
Budget as well as contacts on the Hill to see whether we have any chance of
getting this through. If so, we will need someone to develop the "Madison
Avenue sales pitch" to put it across, and it was suggested that
might be the right man to do this. Out of this meeting grew a discuss on
about what we intend to do about a Headquarters annex, and I undertook to
prepare a paper showing over what period of time we could amortize an
annex if we receive authority to construct one. (I asked Alan Warfield and
o do this.)
7. Mr. Kirkpatrick advised me that the Director and General Carter
have decided to submit his and Dick Helms' names for the Rockefeller Public
Service Award this year. (I passed this on to Emmett Echols and asked him
to prepare the necessary papers.)
