John Tietjen talked with me again about his idea to create an outside panel of psychiatric consultants to evaluate our program. He now has the three psychiatrists lined up and has planned the first meeting for 19 and 20 March. I told him that I would be very glad to say a few introductory words if he wanted me to do so. 2. I talked with out the proposal from some parts of DD/P to use badge numbers to make appointments at the barber shop. I think that I convinced Tom that we are much better off from a security point of view to continue the practice of using any name one wants to use in making an appointment. I suggested that anyone who really had a cover problem probably should get his hair cut elsewhere. I think that Tom agreed with this and will make some announcement along these lines at the next DD/P Staff Meeting. 25X1 A9a 3. Emmett Echols an were in to brief me on a speech which Roger Jones, Special Assistant to the Director of the Bureau of the Budget, made yesterday about the average salary problem. Bob's impression was that Mr. Jones said very clearly that the Bureau of the Budget would impose these controls only as long as the agencies fail to have their own adequate internal controls. In this connection, they pointed out that our mechanism has been very effective and that the Agency's internal controls have kept our average grade steady during the past five or six years. By using the statistics in my "black book, " I can impress this upon Mr. Kirkpatrick, who is going to argue the case with the Bureau of the Budget, and I undertook to do so. 25X1A9a 25X1A9a 4. I talked with-about his retirement plans. He has made plans to retire at about the time he is eligible. However, his house in 25X1 A9a where he plans to live after he retires, is rented until Marc 1966. I told him that this would pose no problem and that, if he would select a date any time after November 1965 but not later than 1 July 1966, we could adjust to his plans. John felt that this might 25X1A9a come as more of a blow to at this time than it would have some time ago since he appears to e a bit depressed. Nevertheless, this does not alter the basic decision that he must be phased out. We agreed that Howard would talk with him and explain the situation and that the Office of Medical Services and the Office of Personnel would lend any assistance possible to provide a cover story, help him get a job, etc. He seems to have excellent qualifications for a teaching position and, except for the timing, getting him a job in the academic world would appear to be a relatively easy proposition. 25X1A 25X1 C 6. Howard Osborn was in regarding the following items: a. He briefed me on a situation resulting from the deliberations of the committee on which has been sitting with James Clark of the Bureau of the Budget, Marv Gentile of the Department of State, and others. Recently Mr. Clark asked the Agency to bug a selected location at the White House in order to double-check the work of the Secret Service. He also suggeste at we conduct certain sweeps of the White House. Howard instructed that he is to de- cline any such requests absolutely and to tell Mr. Clark that we would honor these requests only if they come from the White House itself. Yesterday Mr. Kirkpatrick asked me why consult- ant contract had not been terminated. I said that t is was the first I had heard of it. Kirk was under the impression that he had told either me or Emmett Echols. Emmett checked his records and found that he had received a tele- phone call from Kirk to the effect that the Office of the Director would termi- nate contract effective 1 January 1965. - who handles these matters, telephoned to find out who was going to tell bout this.
