DD/S
1. At the Executive Committee Meeting this morning
gave a rundown on his recent trip to Latin America. He was particularly
concerned about and anticipated that, unless something is done to
change the situat on, riots and disorder will again break out on or about 9
January 1965, which is the anniversary of last year's riots.
2. advised me that DD/P still has his- paper.
Although they don t disagree with it, they say that it doesn't face up to the
basic issue of who is going to do this sort of business. They want to make
some "thoughtful" comment before they send it on.
3. I asked Dick Helms whether he had any suggestions for the position
of Special Assistant to the Secretary of the Treasury to supervise the Secret
Service. He suggested that we give some consideration t . He
thought that would be a good man for the 'ob. Apparently they used
ently in making surveys with Dick thought that
would not be fast enough on his feet for a job like this. In con-
nection with this problem, I telephoned Lt. General Andy Goodpaster, As-
sistant to the Chairman of the Joint Chiefs of Staff, to explain the problem to
him and ask for his suggestions. He will call me back after he has had some
time to think about the matter. He has excellent knowledge of the type of
man this job would require, and he might know some military man who is
either retired or about to retire who would fill the bill.
4. and were up to review the first
draft o ter paper on e ep one vulnerability. This draft was merely an
introduction to the problem and didn't begin to get practical enough for the
Director to use in the way he apparently intends. Bob Bannerman and I made
suggestions as to how they should approach the problem and asked them to
come up with at least an outline sometime early next week.
5. I looked at the cave-in at the 2430 E Street area, and while it is
indeed very close to the corner of the Central Building, it didn't appear to
me that we are in any real danger of losing the building. When the revetment
is replaced, I see no reason why everything shouldn't be as good as new.
While looking at this area, I noted that there were at least eight cars parked
on the grass in front of and around the South Building. On 25 September

told me that they planned to eliminate
parking on the grass except in emergencies. I therefore called Alan
Warfield and told him to get this situation corrected without delay.
6. Dick Helms told me that he spoke to the Director yesterday about
the possibility of promotin Jim
Angleton to Level V of the Executive ay Scale. The Director asked that
this matter be taken up with General Carter. Dick and I agreed that we
would tackle General Carter again on this problem shortly after his return.
