1. I met with Mr. Kirkpatrick, Jim Garrison, and
a. We discussed in a preliminary way the master plan for land
usage at Langley. Kirk approved this and authorized us to go ahead
with the printing plant as soon as he gets the nod from the House Ap-
propriations Committee, which he undertook to do.
b. Kirk requested that we attempt to obtain additional land from
the Bureau of Public Roads for a new parking lot and implied that he
would support new parking spaces if we were successful in this effort.

c. We presented to Kirk the situation which will require us to get 25X1A6a
out of the in about two years and possibly out of the
West Potomac Park, area within the same time. He approved in principle
of our locating permanent downtown space for all of these people who
are not now in the building. I pointed out to him that all these moves
were quite expensive and that we should try to identify space and people
to occupy the space for a minimum of five years. Even if we should ever
be successful in obtaining authority and appropriations from Congress to
undertake new construction at Langley, it would not be ready within two
years.

d. Kirk alerted me to the possibility of a task force being formed
to focus on Southeast Asia in much the same way as TFW and SAS have
focused ~ I told him that we have no space available at the moment
to accommodate such a task force.

that his memorandum had value and should have been written. The only thing
that they think they can do, however, is to slow down the current activity.
Matt felt that this is not really the answer. With Matt's concurrence I re-
ferred his memorandum to Des for comment. I agreed with Matt that, whether
or not any action is taken on this, it is important that General Carter and the
Director know that we are carrying on this training and have an opportunity to
assess the risk involved.

Echols and asked him to look into this carefully. I said that I thought the posi-
tion was probably worth a grade GS-16 and that I felt quite sure 25X1 A9a
was worth the grade.
