The Director said that he anticipated the civil rights bill would be voted upon within a week and after that Congress would pass a few bills and make a concerted attempt to get out of town about 4 July. He therefore requested Larry Houston to keep an hourly eye on the pay bill, our early retirement bill, and our appropriations bill. b. The Director expressed his dissatisfaction to General Carter and Bud Wheelon about delays in the OX program. c. The Director said that he intended to ensure that some national policy was established with regard to the Government's counter-audio program. He wants to have a policy decision made as to whether this should be the individual responsibility of the separate agencies and departments operating abroad or whether some central agency should have the total responsibility. Further, he wishes to establish clearly where the responsibility for research in this field lies. e. Mr. Kirkpatrick announced that Mr. Capron had been appointed Assistant Director of the Bureau of the Budget to replace Ken Hansen and that he has been invited out for lunch and a briefing. f. Kirk also announced that the Interdepartmental Seminar would visit the Agency next Tuesday, 16 June, and that he was arranging a luncheon for the participants since there will be a number of very high ranking individuals. The Director said that he would try to attend the luncheon. Kirk also announced that we now have a written communication as to what is wanted in the way of reports to the President's Foreign Intelligence Advisory Board. One report will be from the Director of Central Intelligence in his Intelligence Community role, and the other will be from the Central Intelligence Agency. I understand that there is a, four-page format outline for our guidance. 2. I asked Emmett Echols to give me a list of other Government agencies, to the extent that we know them, whose recreation associations run barbershops or other concessions.
