MEMORANDUM FOR THE FILE
SUBJECT: Executive Committee Meeting, 23 July 1964
The following are several points of interest to the Deputy Director for
Support:
1. Mr. Kirkpatrick mentioned the possibility of civil rights or
equal rights demonstrations against the Agency emerging from the
present situation. He stated that our record of employment of Ne-
groes is good. General Carter asked if he could see a re ort on the
percentages of employment of colored personnel. will 25X1 A9a
check our information from Personnel and, meanwhile, I will check
with Emmett Echols.
2. It was mentioned that the President, at a NSC Meeting, indi-
cated he wanted the Government to hold at its present general per-
sonnel ceilings as he did not want a "bulge" in the employment
ceiling.
3. John Bross mentioned that his staff had been holding conversa-
tions with NSA on various problems in the int pt field, one of which

ing of the Director to acquaint him with the broad facts of the problem
and said that he felt the solution lay between CIA and NSA. Some of the
other points of issue in the intercept field probably will be referred to
the USIB for resolution. I mention this because it may have a bearing
on the possible use of Communications personnel for intercept purposes
although this was not specifically mentioned by John Bross.
