Emmett Echols called to say that he was sending forward the names of the women nominated for membership on the Personnel Advisory Board? I asked him to give me his recommendation and said that I would take up the matter with Mr. Kirkpatrick. 2, General Carter asked me to see him today, and following a few scat- tered remarks about his dissatisfaction with the degree of compartmentation in the Agency he said, in substance, "As I understand it, you have over-all responsibility for contracting." a. I immediately said that this was not correct and that I had no responsibility whatever for the contracting done by the Office of Special Activities. I reminded him of a meeting on this general subject which he, and I had shortly after he came to the Agency and also of a memorandum on the same subject dated 3 September 1963 which I sent to Bud Wheelon (with a copy to General Carter). In this memorandum I pointed out to Bud that he had the final responsibility for OSA contract- ing. b. General Carter then asked me about DD/P's Project MKULTRA, and again I said that I had no responsibility whatever for contracting or other expenditures under Project MKULTRA. c. After I returned to the office I sent General Carter a copy of my 3 September 1963 memorandum to Bud Wheelon. (On Saturday, 7 March, he returned it to me with the following note: "Red: I'm beginning to get itchy on this--Please take a fresh look at our entire contracting problem, to include MKULTRA, discuss with IG Jack, and tell me whither now!') (1) With regard to OSA contracting, I asked Jim Garrison to meet with me on Tuesday, 10 March, to discuss this problem. I specifically requested that he be prepared to tell me what changes if any he would recommend should we suddenly be given the OSA contracting responsibility, what the advantages would be, and what the disadvantages would be. (2) I discussed Project MKULTRA with Jack Earman. As I understand It, he is going to recommend that the authority given. to SECRET Approved For Release 2000/08/27 IA-RDP76-00183R000500010033-4 Approved For Release 2000/08/2 DP76 00183R000500010033-4 the Deputy Director for Plans under MKULTRA be withdrawn. In order that we do not plow the same ground, and at the same time out of consideration for our relationships with the Deputy Director for Plans, Jack will ask General Carter to permit me to defer action until he has received the Inspector General's report. At that point in time the report can be given to me, and after studying it I can state whether I think it is feasible for the Deputy Director for Support to assume these responsibilities. 3. Mr. Lloyd Bond of the General Services Administration telephoned to arrange a meeting to discuss CIA participation in the Federal Telecommunica- tions System next year. He said that he felt they could meet all of our security requirements and that they could save us a lot of money. At his re= agreed to have someone call Mr. Andy Horn of GSA. (I asked 25X1A9a to do this. At some later date I will get together with Lloyd Bond to discuss it further.) 4. Emmett Echols was in to report that - in his capacity as 25X1A9a Chairman of the Fine Arts Commission, called a meeting today to discuss ways and means of getting our building cleaned up. They concluded that we not only need to get more workmen on the GSA force but that we also need an educa- tional program for workmen and for CIA employees. Jim selected Emmett to accept the responsibility for this program. (Matt Baird and 25X1 A9a were also present at this meeting.) I told Emmett that he should telephone Jim and tell him that he had discussed this matter with me and that I was not willing to have him accept the responsibility. I applaud the objectives of the effort, but the Office of Personnel has no functional responsibility for this sort of thing and they already have more work than they are getting done as well or as fast as I would like it to be done. (I do want to follow up promptly with the Office of Logistics, however, to see what they are doing about this problem.) 5. Emmett Echols telephoned to say that it appears virtually certain that the 18-year-old Credit Union employee who attempted suicide a few days ago is guilty of forgery. I asked him to make a complete investigation and to re- port to me on this matter. I also asked him to take this occasion to check with some care on the personnel in the Credit Union who are handling money. I emphasized my concern about this problem generally and urged that he make sure that there were no "foul balls" under his jurisdiction who have responsi- bilities of this kind.
