1. I met with Bob Bannerman, John Tietjen, Bob Fuchs, Jack Earman,
Emmett Echols, and Matt Baird to discuss briefly the outline for the short
course for supervisors. Later in the day Jack Earman and I had another
session on this subject, and I think that we have an honest difference of opin-
ion as to how we should proceed. Jack felt that the entire presentation should
be made by the chain of command, whereas Matt had suggested that the entire
course be given by DD/S components and the Inspector General. I think that
there is a middle ground here which would provide for participation by each
Deputy Director as well as by the specialized DD/S components, but these
details remain to be sorted out.
2. Mr. Kirkpatrick telephoned to say that he intended to have a meeting
on "selection out" procedures sometime this week. I suggested that Emmett
Echols, John Tietjen, and Bob Bannerman should all attend and agreed to notify
them after he decides on the time. (The meeting has been scheduled for 19
March.)
3. Jack Earman was in to discuss the following:
a. At his request I agreed to send Jack a copy of the Monthly Report
Highlights of the Office of Personnel.
b. Jack queried me as to why the cost of having newspapers delivered
to the Headquarters building is about twice that of having them delivered
to your home by a paperboy. (This was indeed news to me, and I want to
have it looked into thoroughly.)

5. I met with Larry Houston, Bob Bannerman, Emmett Echols, and Jim
Garrison to discuss a variety of problems resulting from the procurement of
individual services through industrial-type contracts. We were generally
agreed that this method of procuring personal services should be resorted to
only as a last resort, that procedures should be established requiring notifi-
cation of the Office of Personnel when this has been done, and that such per-
sonnel should be security processed and handled in generally the same way

as staff employees. I agreed to draft a set of principles, which
is doing, and then to invite the affected components to a meeting to discuss
the matter prior to the submission of a formal staff paper to General Carter.

b. Jack asked me to read a copy of a paper he is drafting for General
Carter on Project MKULTRA. I have done this and will give Jack some
changes and recommendations regarding responsibilities to be assumed by
DD/S components if his over-all recommendations are accepted.

c. Jack handed me a paper which his inspection team had developed
on the total number of people paid from CIA funds. On behalf of General
Carter he requested that we undertake to ensure that these figures are
brought up to date and that they are reasonably accurate. (This is a very
delicate situation with the Clandestine Services, and I will probably have
to have some personal conversations with DickHelms or
