He reported that their contribution to the integrated personnel file has started. He had eighteen cases on his desk this morning for transmission. 25X1A b. John asked me whether it was intended to exclude doctors from the scientific pay schedule when we issued our recent regulation. I told him that we had no such specific intention; and, if he desired to have doctors included on this pay schedule, he should take it up with the 25X1A Scientific and Technical Personnel Advisory Committee. 25X1A9a 1A1c John Bross has agreed to call a special meeting of the Financial Policy and Budget Committee at any time we are ready to make our presentation. 3. Jack Earman talked to me about the TSD project MKULTRA and particularly the MKDELTA aspects of the program. I told him that, from what he had told me and from what I had picked up elsewhere, I had the strongest suspicions that we were on very dangerous ground. I urged Jack to pursue this matter thoroughly and suggested that we have John. Vance talk with John Tietjen about the matter. 5. I had a rather philosophical talk with John Tietjen about 25X1 A9a John is beginning to feel that for the long pull we are not going to be able to 25X1 A9a hold on to I said that I had come to this conclusion some time ago, and reluctant !y II had also concluded that we probably weren't going to find a psychiatrist who would be willing to make his career with the Agency unless we can find one to whom money is not important. John and I reviewed the case of and we agreed that we had made a mistake in allowing him to come to Washington in the first place. John understands that as now written an article and is attempting to get it published. It will, of course, be very critical of CIA. 7. Unless he is willing to devote some time and effort to training and education, could not be expected to develop into an effective principal assistant, chief of staff, or what have you.
