to discuss integration of personne ormation. I left with them the
proposed Agency notice which I had drafted and asked them to ive h

a. I have a continuing concern that there is no established
system in the Agency whereby a small but important number of
people can be rotated among major components or even within
major components before they reach such senior grades as to make
such transfers extremely difficult if not impossible. I have asked
Emmett to develop a questionnaire for presentation to the Personnel
Advisory Board which poses questions as to whether what we are
doing is right and, if so, whether it is enough.
b. I talked with Emmett and Harry about the current activities
of the Personnel Advisory Board and the Scientific and Technical Personnel
Advisory Committee. I told them that it was my impression that these
committees were not active enough, that I considered them to be ex-
tremely important, and that we could not allow them to drag along.

and will undoubtedly cause some concern within the Agency. Accordingly, I
propose at the right time to discuss this with Mr. Kirkpatrick and General
Carter and, if they approve, to recommend that it be tabled at an Executive
Committee Meeting and later possibly explained at a Senior Staff Meeting.

about two weeks ago and offered to discuss it with him in any detail
at any time.

matter had been laid to rest until today.
