of a master plan to be approved by General Carter. John endorsed this idea
wholeheartedly.
2. Jim Garrison and were in to brief me on the status
of our real estate and construction and to present the first monthly report in a
new format. I think that we are off to a good start on reporting from the Real
Estate and Construction Division. I emphasized that I wanted to extend this
system to all other divisions in the Office of Logistics.

4. Jack Earman telephoned to advise me that in his survey of the
Technical Services Division he was going to recommend that the Chief of
Support in TSD be given full financial and administrative authority and re-
sponsibility for project MKULTRA. He said that DD/P had concurred in
this recommendation.

7. I had a long talk with Matt Baird about personnel problems generally.
I told Matt that, as a result of some recent experiences I had had in trying to
