1. During my medical briefing by John Tietjen he reported the
following:
a. John reported that the Director was down a few days
ago and walked through the entire Medical shop. He appeared to
be pleased.
b. John was somewhat at a loss to know what to do about
his big project on which has been working for so long. 25X1A9a
I told him that I could offer no real advice except to try to get the
Research and Development Review Board to take some action on
it as soon as possible.
2. Matt Baird reported that he was wholeheartedly in favor of the
Civil Service Commission Seminars, was sending me a brief memorandum
to this effect, and would stand ready to go to the Interagency Advisory Group
meeting on 11 July.
3. 1 attended a luncheon in honor o who is retiring
on 5 July.

5. Mr. Kirkpatrick called to say that they were presenting an award to
0 xt Thursday, 11 July, and invited me to join nd

6. John Tietjen reported that:

a . had returned to duty but he had not checked 25X1 A9a
in with the a ical Staff. Dr. Tietjen will ask him to come in and
will give him a thorough examination.
b. He reported that the Inspector General had not talked with
him about the MKULTRA problem, and I agreed.to mention this to
Jack Earman. (I believe that they definitely should have a talk with
John before closing their TSD report.)
7. Matt Baird telephoned me about an external training request for

request. I told him t at I would like to review this with Dr. Tietjen inasmuch

e was some uncertainty as to how long intended to stay with

etjen to discuss with me sometime soon.

promotion recommendations being sent to General Carter by the Clandestine
Services. We raised a number of questions which we all felt should be reviewed
in the first instance by Dick Helms before sending them forward. They took
all of the actions back with them in order to discuss them with Dick.
