With reference to Mr. Kirkpatrick's memorandum suggesting that we expand our training program for "summer only" employees, believed that this would not be very popular with the using components an further that there should be some limit on how much orientation, training, etc . , we want to give employees who are actually producing for such a short period of time. (Harry awes me a few more statistics, after which I will discuss this with Kirk.) 2. was in to say good-by prior to his departure for Saigon. He is extremely pleased with this assignment and also enthusiastic about the year's training which he just received at the Naval War College. He talked to me about his thesis and said that he would leave a copy with either the Office of Training or I told him that the subject of Southeast Asia was a little bit beyond my scope but that I would do whatever I could to see that someone like Sherman Kent or someone on his staff read it if he wanted. 3 telephoned to say that he was including $2 million in the Fiscal Year 1965 budget to reimburse General Services Administration for rental of th or whatever space we end up with. I asked him to check up and find out if he could what the chances were for any of these bills affecting existing rights of retired military personnel who will someday retire as civilians.
