1. At the Deputies' Meeting this morning:
b. Mr. McCone asked Dick Helms to expedite the comments of the
Deputy Director (Plans) on the Inspector General's report on Project 25X1 A29
He said that since this operation took place prior to the time he assumed Of-
fice he intended to forward the report and the DD/P's comments to the Presi-
dent's Foreign Intelligence Advisory Board without any personal judgment.
He also requested that the comments on the Inspector General's Survey of
the WH Division be expedited and wanted the substance of this report and
another made by a joint State-FBI-CIA Group to make up the agenda for the
forthcoming Regional Conference in Panama.
c. Mr. McCone has seen Senator Russell and his confirmation hearing
is scheduled for 18 January.
d. Mr. McCone anticipated leaving for Palm Springs next Thursday,
11 January, to brief Ex-President Eisenhower.
e. It was announced that Mr. Amory has replaced General Cabell as
Chairman of the Watch Committee, and it was agreed that Mr. Sheldon
would be the permanent Vice Chairman.
f. Dick Helms discussed the forthcoming trip of Mrs. Kennedy to India
and the President's forthcoming trip to Mexico. Mr. Rowley of the Secret
Service at the White House is arranging the details and it is possible that we
may be called upon to render considerable support. I have alerted Shef Edwards
to this possibility.
g. Dick Helms announced that the Attorney General had approved of pro-

Area meet with Admiral Ricketts, Vice Chief of Naval Operations, this afternoon to dis-
h. I reported to the group that the auxiliary power equipment would be
tested on Saturday and urged everyone to be prepared for the inconvenience
and to co-operate.
2. General Cabell telephoned to request that Gates Lloyd and others from the DD/P
25X1A9a 3, advised me that he was sending a copy of the Comptroller General's
reply to Mr. McCone's letter concerning the "delegation of authority to the Deputy Director"
to the General Counsel via me. Mr. McCone specifically requested that nothing be done
about this until General Cabell's replacement was appointed.

4. Jack also advised me that Mr. McCone was concerned about the moisture on the
front steps of the building. I have looked into this wit and it is not certain
what is causing this. However, it will be cleaned up tomorrow morning and we can then
tell whether it is due to condensation, the remains of deicing from the last snow, or what.
I have reported this to Jack.
5. I asked o supply the Office of Logistics with a list of those units
that may be left out o t e new building in the "outside" office so that we might provide
alternates in our contract for the next phase of the move.

defer writing a letter to either the Department of the Interior or e Department of the
Navy until after Bill's meeting wit on Monday, 8 January. I requested

7. I had a good talk wit he CAT Security Officer. I believe that
he would concur in most of the things that the Inspector General has said about George
Doole. He did not think that morale was at all good.
