DIARY NOTES
DD/S 11 January 1962
1. I have requested that Ed Saunders put two light sedans in the Fiscal Year
1963 congressional budget.
2. I advised of Mr. McCone's request that we report to him on the
audit mechanism and procedures for Project OXCART and requested his co-operation
with - who was developing this.
3. I talked to Larry Houston about the action that he was taking on the Attorney
General's recent ruling concerning advisory panels. I suggested that he draft a memo-
randum for the Deputy Director requiring all components to review this matter and
make reports which he, together with the Inspector General, could consider in order
to ensure that we were taking the necessary action to protect ourselves against crit:i-
cism.
4. I met with o talk about the Auto-
matic Data Processing program. They felt confident that they were moving about as
fast as possible in the DD/I Area. This is hard for me to judge; however, both Messrs.
were quite convincing and most enthusiastic. They are anxious to get
into the new building, if possible, and will need from 3,000 to 4,000 square feet of
space. I told them that I would like very much to have them out here and that I would
take this into consideration, along with our other space problems.
5. I met with Messrs. to discuss the Deputy
Director (Plans)'s request of 13 October 1961 that we appoint a Task Force to study cer-
tain automation possibilities in support of the Clandestine Service. My worst feelings
were confirmed; i.e., nothing was really being done about this and our proposed reply
to the Deputy Director (Plans) would have been meaningless. Out of our meeting grew
a feeling that there certainly were possibilities in this area, even though they were long
25X1A9a range, and that we should study them. was assigned the responsibility of
pulling together the requirements, after which we will meet again and decide whether
this study should be undertaken on a broad basis or a pilot basis, such as financial in-
formation only and perhaps one station only.
6. George Carey telephoned to say that he had been elected to organize a party
in honor of General and Mrs. Cabell at Fort Myer on 30 January from 6:00 P.M. to
8:00 P.M. It will be a cocktail-buffet at a cost of $6 per head and wives are invited.
Until we can see how many people are going to attend, invitations should be limited to
supergrades. This will be opened up later if there is enough room to accommodate
additional people. I undertook to find out how many people would be coming from the

7. 1 addressed the JOT class for an hour. While they seemed to be interested
in the activities of the Support Area, they did not ask any questions.
8. I talked with J bout the moral situation in the Automatic Data
Processing Staff and told him that I had some reason to believe that everyone there
was unhappy and that some allegations had been made that he was spending a dispro-
portionate amount of his time on his book and library project. Joe seemed very sur-
prised to hear this. He said that his Staff was so small that they were all closely as-
sociated and that there was no truth to the allegation that he was shielding himself by
delegating everything to~ He said that he felt he had been pretty scrupulous in
not using Government time for his own private endeavors and felt strongly that they
had accomplished as much as they could in the DD/I Area up to this time.
