1. I talked to about the recent audit report on Project MKULTRA
and told him I would pre er to make whatever adjustments that were necessary in pres -
ent procedures to ensure that funds were properly accounted for, documents were in
order, etc. , rather than to submit the Project for approval again at this particular time.
However, I requested that the Chief, Audit Staff, the Comptroller, and I be briefed on
this Project and have arranged for such a briefing at 1430 hours on Tuesday, 30 January.
2. I approved of releasing certain unclassified training information
on International Communism to the Commanding Officer of the Training Unit at Camp
Gordon. I also discussed with Bill the off-campus training program and told him of my
strong feeling that there should have been a paper submitted for policy approval. I
asked him to prepare such a paper which upon approval would serve as their authority
to sponsor this course and also as a guideline for changes as we went forward with it.
3. I visited Buildingvith Jim Garrison. There was a great deal of activ-
ity here and the contractor appeared to be making maximum progress. I was surprised
to learn in talking to the representative, however, that they had not yet
started on the bar chart which I had expected to be completed by the end of January.
This representative said that they could not prepare the chart until they received the
final plans and specifications on Building which would not be ready for another
five weeks. (The chart would then not be ready for two more weeks.) In the first place,
this was the first time I knew that the date for the submission of plans and specifications
of Building was not the same and, in any case, ad25XlA5a
promised me that the charts would be ready about the end of January wit tie understand-
ing that these charts might have to be changed when the plans and specifications for.
Buildin were completed. I asked the representative to start: to 25X1A5a1
prepare the best chart he could with the information that he now had.

4. I had considerable discussions with Dr. Tietjenl and about a JOT
candidate named While Dr. Tietjen's Staff did not think that
he was too impressive and probably would be turned down in the normal course, Bob
Amory knew -personally, thought that he would be highly suited as a JOT, and
strongly recommended that we take him. Dr. Tietjen, therefore, was inclined to approve
with some reluctance. However, I discovered that according to information

iven to the Medical Staff, lid not have a degree from college, whereas Bill
told me that he had a degree from Harvard University and was n a Mas-
ters Degree. After several telephone conversations, it appeared that id not
yet have a degree but might get one in February. I instructed out what
the facts were from Harvard University before accepting and that I would expect
to hear from him before he made his final decision.

5. I talked again with Bob Macy who thought that he probably would be leaving
the Bureau of the Budget to assume his new duties with AID within the next few days,
immediately after which we should take action to debrief him on all CIA clearances.
Also immediately thereafter Bob would like to come over and talk to our Area people
25X1A9a about Iran. (I have alerted to this and also suggested that he might find
some way to make Bob useful to us in his new job as Chief of the AID Mission in Teheran.)
I agreed with Bob that we would not take up any more new sensitive business with him but
rather with Elmer Staats. Bob said that he would speak to him about this so that he would
understand. I also have filled in Ed Saunders on the above.
6. I told Shef Edwards that General Cabell had alerted me to the fact that Mr.
McCone might be dissatisfied with the time it took to clear personnel for entry on duty.
I asked him to do what he could to improve the present situation; however, recognizing
that this is a manpower problem, I also asked him to be prepared to state how many ad-
ditional people he would need to speed up the clearance process by thirty days.
