1. The Director buzzed me this morning. Mr. Kirkpatrick was in his office and
had given the Director some information (and I think some misinformation) about the
"Black Coach Inn. " The Director had the firm impression that this was to be a "CIA
drinking club. " He took an extremely dim view of the situation and started out by say-
ing that CIA employees who chose .t be associated with this kind of venture could not
be associated with CIA. I told the Director that I could, of course, convey his feelings
to the Agency employees concerned but that based on the limited knowledge I had I could
not agree that his position was correct. We discussed it at some length after which he
was much more rational about the whole thing, said that perhaps he was wrong, and
25X1A9a that he would like to raise it at the Deputies' Meeting tomorrow morning, 23 June. I
obtained the Securi file on this subje t, reviewed it, and discussed the venture with
Miss the principwAgency employee involved. According to Miss
25X1A9a the establishment of a "CIA drinking club" or a CIA club of any kind is
not contemplated and, in fact, would be resisted. They have financial backing to build
the club, they own the land and they do not contemplate any permit problems. They are
not dependent upon membership subscriptions and, in fact, do not want this kind of
money until thirty days before the club opens for business, which they anticipate will
25X1A9a be within the next two or three months. Miss also said that she is the
only Agency investor, that there is no membership committee, and that at the moment
25X1 A9a only four CIA employees out of four hundred have subscribed.
2. I talked to Matt Baird and about the external activities of the
personnel of our School of International Communism, assures me that 25X1A9a
they are not devoting 50 per cent of their time to external activities; in fact, he does
not believe that it exceeds 10 per cent. After our discussion we agreed that we should
watch our external activities carefully and that we should not allow them to exceed the
approximate present level, i.e., 10 per cent. We also agreed that the criterion for
undertaking external activities should be that it is going to be a net gain to the Agency.
Further commitments such as the Columbia University type should be undertaken on
an "ad hoc" basis so that we can withdraw at any time if the demands upon us become
too great. I told Matt and Jack that I felt much better about this activity but that my
interest in it would continue.

3. telephoned to say that he had been designated by the Deputy Di-
rector (Plans) to get the Director's material together for his meeting with the Killian
Committee on Sunday, 2 July. I told him that at the Deputies` Meeting yesterday the
Director had directed Mr. Kirkpatrick to assemble this material and that I would
therefore send my notes to Kirk. However, I told him that I would be glad to send a
copy to him at the same time.
