25X1A6a 1. reported in from - and I had a brief talk with him about
his assignment to the Office of Logistics. I emphasized to him that it was a big com-
plex and responsible job and that there would be some people in the Office of Logistics
who might resent his being moved in over a large group of professional Logistics Offi-
cers. I also emphasized that Jim Garrison needed his help, that Jim was a very strong-
minded person and that he demanded unswerving loyalty from his subordinates, includ-
ing his Deputy. I think Alan correctly anticipates all of the problems that he will en-
25X1 C4a counter and I have no doubt that he will fit into this picture quite well.

3. 1 talked t about the possibility of working for Emmett Echols
in the Office of Personnel. I think that he wants very much to do this but is reserving
his decision until he has an opportunity to talk with Mr. Kirkpatrick sometime next
week.
4. Gates and I met with the Director and General Cabell for a few minutes in-
asmuch as I am turning over the reins to Gates tonight.
a. We told the Director that the annual budget papers would be over
for him to sign within a few days and that a draft of a paper to McGeorge
Bundy commenting on the feasibility of leaving the Clandestine Services out
of the new building would also be over today.

b. I alerted them to the fact that Dick Bissell and I had concurred in
the recommendation of the F E Division to give up - They are not
convinced at this point in time that this is the wise thing to do.
c. We also discussed the move to the new building and I told the Direc-
tor again that while we still planned to move in September and keep the pres-
sure on at all points in order to try to do so, we must recognize that we
might well have to defer for two or three weeks. He is, however, keen on
moving people in almost room by room as the space becomes available.

I told him that we were prepared to do this and had anticipated this possi-
bility but that our security considerations would make it impossible to
move in the same way that a business firm would move into a commercial
building. I think that he understands this.
