DIARY NOTES
31 October 1958
1. On Tuesday and Wednesday 28 and 29 October, I participated at the Senior
25X1A6a Administrative Officers' Conference
2. On Thursday, 30 October, I went to New York to meet with25X11p9a
Messrs. Harrison and Abramovitz to discuss those items which we might deduct from our f7
best bid in order to insure that we can award a contract. They concurred in our proposal.
3. At the Deputies' Meeting Bob Amory reported that he had been told "through
administrative channels" that the Bureau of the Budget had approved only 38-1/2%? of our
apportionment request because we had not been more responsive to their letter advising
us that the President wanted all Agencies to make a 2% personnel cut. No one else knew
anything about this and I undertook to report on it. (Through several conversations with
25X1A and Bob Macy, Bureau of the Budget, I learned that this was correct and I
finally told Bob Macy that, while it would be quite inconvenient for us, we could rock along
without any more money for a few more days. I also told him that this would mean that
some accounts would be operating in the red but that I considered this less of an evil than
trying to juggle the large number of accounts we had in order to make sure that they were
all in the black. I also stated that if he had refused to ive us our apportionment ut letter we certainly would because
we had not been more responsive to the 2% personnel c
very dim view of it but that I saw no reason why this could not be settled on Thursday when

we talked to him and Messrs. Stans and Jones. Sunday night
to say that Bob Macy had called and said that he had agreed to release 95% of the amount of
25X1A9a money requested. On Monday, 3 November, Bob advised me that he and were
seeing Bob Macy to request releases from the reserve on three "5412 Projects. " I asked
him to brief me later.

of Senior Officers for the next two years. I approved their plan as presented.

6. Mr. Sawyer, of the Highway Department, District Commissioner's Office, called
to tell me that there would be some publicity in the papers over the weekend about the new
Theodore Roosevelt Bridge. He assured me on behalf of 'Mr. Robertson that they were aware
of their commitment to us to stage their construction so as not to make it necessary to tear
down any of our buildings until we had moved out of them, (See Memorandum For The
Record dated 4 November 1958.)
