Kemp, Legislative Assistant to Senator Charles E. 25X1 A9a Potter (R., Michigan), about Mr. He was very relaxed about the 25X1 A9a situation and said that actually Mr. was presently in New York but that if the letter which we had sent to him recently went to Michigan his parents would forward It to his New York address. After some discussion it was agreed that we would await Mr. -'s response to the letter and that no further action on our part was ne - cessary at this time. I got a very definite impression that we would not be under any 25X1A9a further pressure in this case. 25X1A9a 2 ced to about the lack of action by the Bureau of the Budget on 25X1A2g Project and emphasized that I would like to speed up this matter. 25X1A9a 3. Shef Edwards and came in to bring me up to date on the inves- tigation which they have just completed on a recent leak concerning USCIB matters. Shef also briefed me on certain organizational changes which he is making in the Office of Security whereby all files will be consolidated. Heretofore overt and covert files have been kept separate. There are certain other changes which he is making in the administrative part of the Office in the interests of centralizing services and saving personnel. He is leaving on a trip to Europe, accompanied by March and will send up a copy of his itinerary. 25X1 C4a 25X1A9a on the 8th of 25X1A9a met with Gates and me for his biweekly briefing: a. One item of concern to him was that apparently has 25X1 A9a issued some recent instructions which prohibit the Commercial Staff from seeing certain projects which he believes they should review. He is going to study the matter further and will discuss it with me again. He also commented on a Regulation whic s han- dling concerning salaries above the grade GS-15 annual rate, stating that he thought our approach to it was wrong and that he wanted to talk with Brad further about it. c. He brought along who briefed us on Project- While the Project is doing very well, the Commercial Staff has no way of evaluating whether or not the cost thereof is justified in terms of the op- erational benefit which the Agency is receiving. I asked them to supply me with the total cost of the Project since its inception in 1949 on the one hand and the cost of agents for whom it had provided cover on the other. We should devise some way, probably through the Special Support Assistant to the DD/S, to insure that this and other projects are justified by the opera- tional benefits received. 25X1A9a 25X1A9a 25X1A6a 6. Jim Garrison was up to go over a number of things just prior to his departure to Fort Bragg on two weeks of military leave. Among other things, we talked about the possible use of IBM machines in the Office of Logistics. While he is not completely sold yet, I don't think that there is any question but that he is yielding. 25X1A9a 7. I spoke to about the Director's Mess and of my concern about the fact that they are charging the. Director's special fund more than the food actually costs in order to make the cost of meals cheaper generally. I told Cap that I thought this was quite wrong and asked him to look into it and report back to me sometime soon.
