Talked to Al Welling, District Engineer Commissioner, to acquaint him with the problems that would arise if we were requested to move out of some of our buildings, such as "M" and "Q", prior to completion of our new building. He seemed very relaxed about the matter and said that in the first place he still didn't have a green light to go ahead with the bridge. (He was to see Secretary Seaton later in the afternoon to discuss the matter.) In any case, the bridge will not be completed be - fore 1962 and he sees no particular difficulty in arranging construction schedules so as to allow us to move Into our new building prior to the construction of the. approaches to the new bridge. At his request I sent him a copy of my letter of 3 March 1958 to Mike McConihe. 3. -requested that we delay dissemination of the proposed Notice an- nouncing our new policy on "quarters allowance" until we had received Bob Macy's report inasmuch as he thought that Bob might take a more liberal viewpoint on this subject than that expressed in this issuance. I agreed to hold up on it for the time be- ing. 4. was over to suggest most confidentially that the advanced thinking in the Budget Division might not be quite abreast of that in the Office of Per- sonnel with regard to flexible T/O's, pay scales, etc. I believe that he may well be right about this, and I want to follow up on it. 5. advised me that while the Investigation being conducted by his people was not complete, the situation didn't look too good.
