Mr. Lloyd, Messrs. Sheldon, Mr. Dulles: 25X1A9a X1A9a a) Referred to the '`46 questions" banded to him by Congressman sheppard of the House Committee on Appropriations at the CIA Budget Hearing 28 June and noted that copies of these questions together with appropriate instructions as to preparing answers bad been circulated by the Acting DD/S to 1)13/1, DD/P and DD/C. The Director said while we had been given about ten days by the staff of the Committee to prepare replies he intended to discuss this point with Congressman Tabor and at Mr. suggestion, possibly Congressman Mahon. The Director commented that a number of the qnestions deal with some of our moat sensitive activities and therefore he believed our response would necessarily have to be in two parts. He stated, however, that he first wished to see full answers to all of the questions after which he would decide what questions should be answered in writing and those for security reasons replied to orally. He also noted that responses from the deputies concerned should be furnished xicting DD/S and not the Comptroller as stated in the mi.) memorandum of 29 Jane. The Director also commented that DIVP should respond to questions I and 2 rather than DDIS and that DD/P and DIV/ should jointly answer question 3 rather than DD/S. General Cabell suggested that in reply to the question re justification of funds spent, we should take the offensive and list accomplishments. The Director agreed. Mr. Amory suggested that it might be wise for Norman Paul to advise Maj. Gen. Wilton B. Persons, Deputy Assistant to the President, that we had been asked a number of pestions by the House Committee on Appropriations regarding CIA activities which we intended to answer. DCI approved. b) Noted the secretary of State had inquired whether he knew of an expert on Antarctica who might be available for a full time job. The Director commented that the Department is not looking for a technician. Note: No one present knew of any such individual but at the Director's request undertook to furnish the name of anyone who might come to mind. c) Referred to a letter sent to J in 1956 by the Director of Personnel regarding the renewal of his consultant's contract and commented that he was not satisfied with the wording of such letters and in particular those sent to outstanding people. The Director asked if it was necessary to send such letters each year and as a matter of fact he did not believe this to be good security practice. Vietnam and asked DD/P and DD/I to prepare a coordinated reply. e) Asked Mr. to send a cable to General his views on possible items Adm. .tump might raise with the Director at their meeting on 7 July. requesting25X1A9a General Cabell: Commented that Brig. Gen. Woodbury M. Burgess, who is soon to retire, had indicated a deoire to Join CIA in some capacity. General Cabell commented that Gen. Burgess has a rich background in Air Intelligence. General noted that he knew favorably of his work. Mr. Amory: Raised the question of CIA policy on whether or not to support the continued microfilming of captured German documents now in the United Stat The Director commented that he did not wish to spend any money since he believed CIA had received all of the worthwhile intelligence information contained in these documents.
