1. Larry Houston reports that there has been an embezzlement of $30, 000 or
$40, 000 at Brentano's Book Stores, Inc. and that our employees in the Office of Central
Reference may be involved. With representatives of the Offices of Security and the In-
spector General he is looking into the matter right away. (On 5 June Larry reported
that it now appeared that our employees were not involved in any impropriety. However,
Office of the Inspector General, is continuing a full investigation.) Un-
resolved questions in which I am interested are (a) whether or not confidential funds
have been used for these purchases, and, if so, why, and (b) whether or not we have
been paying unnecessarily high prices for the books purchased. Our purchases have
been averaging about $100 per day.
2. Requested to get in touch with representatives of the Public
Buildings Service and Harrison & Abramovitz in connection with moving ahead as soon
as possible on our site development at Langley. Asked him to advise me whether or not
it was possible to get something started in time to have a cornerstone ceremony on the
18th of September. (On 5 June H. S. discussed this with me and a meeting between re-
presentatives of Harrison & Abramovitz, Clarke & Rapuano, the landscape engineers,
and the Public Buildings Service is arranged for next week. However, the most optimis-
tic estimate I can get at the moment is that we might be able to let a contract by 1
October. I reported this at the Deputies' Meeting on 5 June and it was agreed that we
would abandon any plans for having a cornerstone ceremony in connection with our Tenth
Anniversary celebration.)
Psychiatric Program he said that we were going to lose two of our psychiatrists some -
time soon, and in this connection brought to my attention the fact that almost all of our
psychiatrists carried on their private practices after normal duty hours with CIA.
This may be all right, but it is something which I want to look into to make sure that we
are not subject to criticism.

4. Frank also advised me that the Medical Staff were planning on=OD's for
June, July, and August and said he believed that they could take care of them by a rea-
sonable amount of overtime. In view of our cutback in personnel this number sounds
high to me and I want to check it out with the Office of Personnel.

5. I agreed with Frank that it would be appropriate to write a letter to the De-
partment of the Navy expressing our appreciation for the services of He

phoned in connection with Gordon Gray's request that we nominate someone to sit on an
Economic Warfare Committee in connection with emergency planning. He emphasized
that while there was no reflection at all on they would prefer to have an
expert in this field. (I presented this subject at the Deputies' Meeting on 5 June. Both
Frank Wisner and Bob Amory wanted to nominate candidates and it was finally agreed
that we would submit the names of two candidates ---which has been done; they are
