1. I advised the Director that the lowest bid fo
was $673, 444, whereas his approval for this Project had been for $587, 000. Inasmuch
25X1 A as the money is available he approved of going ahead with the entire program at the
$673, 444 figure. I notified Jim Garrison Secretary of the Project Review
Committee, to this effect and requested the latter to prepare an amendment to the Pro-
ject for his records and those of the Comptroller.

2. I discussed office space for staff with and
Kirkpatrick. It seems probable that Dick can give up t ree rooms in exchange for two,
and if Kirk can give up the two for Dick in exchange for one we can probably work out a
scheme whereb can have all of his people in the Administration Build-
ing. Dick has given his OK tentatively, and is to get in touch with me as
Kirk's representative. I also mentioned this to who said he would be
very pleased if this arrangement could be worked out.
3. Met with Messrs. Johnston and Sella of Harrison & Abramovitz, Messrs.
25X1A Hunter, Palmer, and Ambrose of the Public Buildings Service, and Messrs. Garrison,
of the Office of Logistics to discuss some aspects of the new
building. We discussed the location of the power house briefly and I don't think that
there will be any difficulty in locating it so that it will not be an annoyance to the neigh-
bors. We also discussed again the architects' desire to move the cafeteria outside of
the building. The Public Buildings Service is very pessimistic about this and feels very
25X9 strongly that it is going to cost additional money. This seems obvious; the
architects believe that they can prove that by reducing the cafeteria to facil-
ity we can make this change within the funds available. In any case it was agreed that
their next set of drawings could be submitted on this basis with the definite understand-
ing that under no circumstances would we make the perimeter of this building any
smaller and that under no circumstances could we proceed with construction that would
cost more than our authorization from the Congress. Mr. Johnston admitted that it was
taking Harrison & Abramovitz a great deal longer to prepare these plans than had been
anticipated and stated that the plans which they were to submit on 8 July would not be
ready until 5 August. It also seemed clear that the working drawings would, therefore,
not be available until 1 April and that we would not be able to let a contract before some -
time in July of 1958. It was the consensus, however, that by letting the clearing and
grading contracts this Fall the over-all time schedule for the project would be speeded
up by five or six months.

4. General Cabell buzzed to sa that the Director was still most unhappy about
the proposal to send
He requested that I make an appoint-
ment with the Director for him, and me to discuss the situation.
M inclination was to drop the whole matter, but on discussing it with General
he thought we should go ahead and see Mr. Dulles.
5. I met with to let him read the 17 August 1956 memorandum
to me from the Director on e subject of the establishment of the "CIA Senior Execu-
tive Pay Scale ," He also read the 1 July 1957 amendment to that memorandum. which
establishes the position of the Deputy Director (Coordination) as of 1 July, the 1 July
letter to the Bureau of the Budget, and the 1 July Agency Notice announcing his appoint-
ment as Deputy Director (Coordination).
I advised him that we were assigning a car to him on the same basis that
other Deputy Directors had one assigned.
We discussed his proposed table of organization and he gave me a copy of
what he would like to have set up. I noted that he had a position entitled "Assistant
Controller" and we discussed his intention in this respect. What he has in mind is
someone to do the leg work in connection with the total amount of money being spent in
the intelligence community which he says is of great concern to the Killian Committee
and the President. I expressed some skepticism as to what could be accomplished in
this field as a result of my own experience and o 'on of the efforts of the Bureau
of the Budget. (It was my opinion that is not very clear in his own
mind as to how this whole thing works and may not appreciate the intricacies of the
various budgets which would be involved. I want to talk to him further, as well as to
Ed Saunders about this position.)
