a) Reported on the discussion at the 0GB luncheon an
30 January 1957 and noted in particular there seers, e s- 25X1A2G
great deal of confusion about the operation of the II rogras.
The Director also noted his concern about the fact that ICA
has published several voluminous reports on this program and
apparently. at our request, had shown CIA participation In an
annex which received limited distribution. The Director remarked
that he was not sure this procedure was correct since it was
quite apparent that those who need to know were not informed of
the extent of this Agency's participation. The Director went on
to say the time has come when some basic thought should be given and
a decision reached as to the specific roles to be played by the
several agencies engaged in this project. commenting that in his
25X1A9A opinion CIA should not be saddled with the responsibility for
mass training. ACTION: Br. undertook to prepare recommenda-
tions outlining the specific roe of CIA in this program. These
recommendations will be submitted prior to the UCB meeting
scheduled for 6 February.
