There was a considerable hassle about why the proposed Regulation on the Language Incentive Program had not been published and the Council decided to discuss this at its next meeting on 8 November. 25X1A The Regulation on Career Planning, II was also protested by the Deputy Director (Intelligence) and this is to be discussed on 8 November. I said that if time permitted I should like to discuss the problem that I had regard- ing those members of the Administration Career Service who were placed in the Service for the sake of expediency, i.e., primarily the Director's Office. 25X1A9A 25X1A9A 25X1 C 2. I talked to Matt Baird about General Cabell's instruction to him that we should have one hundred people in language training overseas. Matt said that General Cabell instructed him to staff this out and that we should aim at having this number overseas without regard to ceiling or budget.... he wants it primarily for the Clandestine Services and stated that people should not be attached to stations. I instructed Matt to prepare a paper on this subject. I feel sure, however, that we will have to sort out principles here since ceiling and budget will have to be taken into consideration eventu- ally. 3. At Shef Edwards' suggestion I instructed to appoint I I as a focal point of coordination on matters with the Support side or a house and the Office of the Deputy Director (Plans) involving the movement and evacuation of dependents and employees from troubled areas. i. Talked to Mr. Sells and Dr. Messner and agreed to address the North- east Citizens League of Fairfax County, Virginia, at the Chesterbrook Elemen- tary School on Kirby Road at 8:00 p.m. on 14 November, subject: "CIA's Move to Langley." Also agreed to discuss the same subject at the Fairfax County Lions Club on 6 December. 5. Went over more of my trip to the Far East with I I and had lunch with him. He is not at all enthusiastic aboutl _J going into CAT, but I do not believe that he will stand in the way. He is, of course, concerned about Ted wanting responsibility for operations. We both agreed that it was appropriate to conduct a complete security investigation of CAT, including CE, In this connection Al. has asked Shef to undertake this and Shef is preparing to comply.
