1. I had considerable discussion with Mr. Dulles and Bob Macy, Bureau of
the Budget, about our Fiscal Year 1958 Budget. We finally settled on a reduc-
tion of $11,000,000 from our original request.
2. Met with Frank Wisner to be briefed on his trip to Europe and to brief
him on mine to the Far East. We completed only the first half of this exercise.
He requested that Gates and I read all of his dispatches and cables, after
which we should get together again for another session.
-I_ telephoned with a mild complaint that
out checking with his office. I telephoned II and asked him to call
him that in the future it would be advisable to contact be-
fore allowing one of his subordinates to launch an investigation of is type.
1. Discussed with General Cabell and Mr. Dulles the possibility of Harry
Reynolds becoming an Assistant to the Deputy Director (Support) to handle all
Boards such as the Security Hearing Board, Employment Review Board, Disposi-
tion Board, etc. He would also perform such other duties as I might direct;
for example, liaison with the Nash Committee. Mr. Dulles approved of this and
I have made the proposition to Harry who has not yet given me his answer.
