25X1A6a 1. Approved of an additional GS-15 slot for an 0SI liaison man on the staff
of the Senior Representative in which had been given prior approval by the
Director.

2. Checked with to insure that Personnel had made proper
arrangements for handling the enlisted men whom he had called me about a day or
two ago and found that everything was all right.
25X1A6a 3. Acting Director of Training, talked with Matt Baird (who is
on leave) by telephone. Matt said that the Director had not specifically approved
of the addition of fifty slots in his Junior Trainee Group and requested that I
approve of the T/0 less these slots until he could obtain proper approval when he
returned from leave; this I agreed to do. Also agreed with that we 25X1A6a
would hold the rest of the papers for final resolution pending Mattis return.

4. Asked to prepare a memorandum to the Director for my sig-
nature on the status of the employment and commitments to employ retired officers
under Public Law 53. 1 am afraid that the Director is getting overcommitted in
this regard. It is not certain that we can get this ceiling lifted or increased
and, in any case, it would be sometime next Spring or Sumner before the legisla-
tion could be effected.
5. Told Shef Edwards that the Director had said that he would grant a secur-
ity waiver on Tom Rosenberg, son of the Assistant Secretary of Defense, for a
briefing in connection with a certain project.

25X1A9a telephoned to say that he and had had a talk and that it had been
agreed that he would stay at the Center in his present capacity.
25X1A9a 7. The Procurement and Supply Office, as a result of some statement made by
the Director to which he in turn transmitted to them, got the idea
that the Director wan to standardize all air conditioning units and buy "Frigi-
dairen units. Investigation indicated that the Director had only stated to Mr.
25X1A9a - informally that he wanted to buy standard, not off-brand equipment. I have
told the Procurement and Supply Office to go ahead and negotiate their contract
for the remaining units on this basis but to be sure to keep me posted as to what
they do; we are letting a contract for 798 units.

9. At Mr. Hedden's request and Dr. Tietjen's consent (without reversing his
medical opinion), I have advised Personnel Off 25X1A9a
Deputy Assistant Director for Operations, that as long as 25X1A9a
continued to do his job satisfactorily and gave no
other reasons for his dismissal from the Agency that we would not press him, but
that from both his point of view and the Agency's we still considered it desir-
able that he find other employment.
