Garrison advises that transportation can be made with ? n 'v shipment in which the Western Hemisphere Division is interested. 25X1A will require approximately one week's advance notice and it will take approximately one week to accomplish the desired shipment. 25X9A8 25X9A8 2. At Mr. Sheldon's request met with 25X9A8 of the National Security Agency. They indicated that felt that CIA was able to move faster in a number of situations than the National Security Agen- j cy and that he wanted to set up similar procedures, to include legislation if necess- ary. We discussed this matter in the broadest terms and I suggested that they refer j to Public Law 114, from which the Director's special authorities stem, and stated that it seemed to me that it was a question as to whether or not they could set up proce- dures within the Department of Defense which would give them the semi-autonomous posi- tion they desire or whether legislation mould be necessary. 25X1A9a 3. delivered a proposed letter to the Joint Chiefs of Staff on the subject of "Overseas Logistical Support Bases" and left it for Mr. Wolf's concur- rence. 25X1A9a 4. Notices. advises that he has concurred in our proposed regulation on CIA 25X1A9a 5. I talked to Messrs. Meloon and Feel and asked them to go over the DD A T O's again and come up with a bare bones estimate prior to our conference with and Mr. 1A9a 6. At Mr. Dullest request met with a General Swain to explain the conditions un- der which he could. be employed by CIA, but upon learning that it would be necessary for him to forfeit his retired pay he was emphatic that he did not desire the posi- tion and asked me to so inform Mr, Dulles and request that Mr. Dulles not discuss it further with the Director. 7. Matt Baird inquired as to whether or not we were going to call a meeting to discuss training of provisionally cleared people. I told him that we had not called a meeting because we expected to recommend to the Director that only clerical person- nel be provisionally cleared in the future, which is the only exception we are asking to the Coyne report insofar as provisional clearance is concerned. He agreed that ap- proval of this recommendation would eliminate the necessity for this conference. 8. I also discussed with Colonel Baird the liquidation 2JA1 j1 view of the security factor involved he recommends that his man, w o is running this installation, brief me prior to anyone from Washington taking a trip down there and I asked him to make these arrangements.
