1. At Mr, Pforzheimer's request arranged for an Employment Review Board com-
posed of to meet at 1500 on Tuesday

2, reports that he believes the objection by the Federal Credit
Union concerning our check cashing procedure has been overcome and that we can con-
tinue this convenience without undue risk.
25X1 A6 3. I asked Jim Garrison to draft a letter for Mr. Dulles' signature to Mr.
rigley concerning his generosity in releasing us from our obligations in connec-
tion with the lease. ( I talked to Mr. Dulles briefly last night
and he requests a prepare such a letter for his signature.)

!a. I talked to about the problems in connection with the reproduc-
tion of Mr. Dulles' boo , ermany's Underground." There is nothing illegal about
our accomplishing this reproduction for Mr. Dulles. The only risk involved is
possible criticism of the Director for using Agen facilities and the attendant
publicity that would accompany such criticism. is going to brief Mr. 25X1 A9a
Dulles on the whole situation and advise me of his wishes.
25X1 A9a 5 Talked to briefly. He is leaving the Agency tomorrow and will
be in to say goodbye and to see Mr. Wolf, Mr. Dulles, and others. I have made an
appointment for him to see Mr. Dulles at 9:15 a.m.
6. General Morris reports that insofar as he has been able to determine from
25X1 A9 the General Officers Branch and others in the Pentagon there are no plans for
to return to the States prior to the expiration of his overseas tour
25X1A9 in the Far East, which is now scheduled to be mid-July. Also, General
has been suggested to General Ridgeway and it is not yet definite that CIA
be able to get him. I have relayed all of the facts to for the 25X1 A9a
Director's information. 25X1A9a
25X1A9a 7. and I briefed Mr. Dulles on the case of We told
him that we did not want to make a positive recommendation as to what course we
should follow until the General Counsel's Office had thoroughly analyzed the case,
but that we wanted him to be alerted concerning present developments inasmuch as
they might come to his attention in one way or another.

25X1A2d1 8. Upon recei t of a communication from the Director's Office concerning the
relocation of I advised Matt Baird that the Director had approved,
in principle, of the relocation of the Project but that before fi- 25X1 A6a
nal approval was granted he desired that the proposal be fully staffed out as to
desirability, etc. I told Matt that I thought this was sufficient information for
us to proceed with a detailed survey and that I would give Jim. Garrison the green
light.
9. Walter Pforzheimer reported that while en route to the Hill with Mr,
Dulles in connection with the Cabell Bill he told him that in the past the signa-
ture of a Deputy Director had been accepted as sufficient authority to talk to a
Congressman concerning our interest in private bills and that Mr. Dulles stated
that he would like to continue this practice except in unusual cases where he would
leave it to the judgment of the Legislative Counsel as to whether or not the bills
should be brought to his attention.
25X1A9a 10. With I went to the and in- 25X1A6a
spected the office space now occupied by the Engineering Division o e Office of
Communications. It is deplorable, and certainly something better should be provid-
ed for these people at an early date. We then visited the to 25X1A6a
analyze the feasibility and desirability of moving the Engineering Division to that
location. Insofar as space is concerned, there is no question but that the Logis-
tics Office could turn over enough space to accommodate the Division and that it 25X1A6a
could be installed and operate satisfactorily. However, in my person-
al opinion, this is not advisable. In the first place, we would have to spend, I f
would guess, $75,000 to modify a part of the Warehouse to meet their needs. After
doing this we would have far from ideal.working conditions and, in my opinion,
something which would not be entirely satisfactory. If we are in business to stay,
and we need a laboratory and other working facilities for an Engineering Division,
I certainly believe that it would be in the Agency's best interests to design and
build something to meet this specific need and locate it on property which we own
and where other related facilities are also located. I will discuss this with Mr.
Wolf an as soon as possible. In any case, I think that it is
25X1A9acertain that we will have to extend the lease at Rosslyn, at least temporarily;
there just isn't any other place for these people to go on 1 July.
