with the personnel concerned this afternoon. I anticipate that he will make this
decision very shortly and submit a proposed project.
I discussed this matter with Ed Saunders who believes that it will not be
necessary to go back to the Bureau of the Budget.

1. Jim Garrison reports that the Deputy Director (Plans) is signing off on
the "shopping list" but only that part of it which pertains to his needs. I told
him to go ahead and concur in the paper and that we would have to explain to the
Director that there were other people involved in this over-all "shopping list";
I believe that the Deputy Director (Administration) can do this without difficulty.

was broad enough to cover this contingency. However, I am
sure that such was not the intent when this Regulation was drafted. In view of
the possible broad interpretation,however, I instructed to get together
with the General Counsel, the Auditor-in-Chief, and others i necessary, to clay- 25X1A9a
ify this situation.
6. I cautioned George Meloon to refer to this Office any cases involving the
separation of personnel for reasons that could not be resolved satisfactorily be-
tween the operating offices and the Personnel Office.

7. Mr. Meloon reports that with he talked to the
General Accounting Office representative this afternoon about our overtime payments.
The General Accounting Office will not object to these payments, except in part.
George is of the opinion that the maximum overpayment under the General Accounting
Office interpretation is $30.00 or so; hence, our problem is not nearly as serious
as it seemed to be.
