DIARY NOTES

1. Ed Saunders requested that I check with the Special Studies Group (Franke)
to ascertain whether or not they were looking into our agent cashier setup. Ed
also said he understood that the Special Studies Group had a conference scheduled
with.the Bureau of the Budget on 14 September. He had asked Larry Houston to in-
25X1A6a sure that the Group was warned that we did not go into detail with the Bureau.
2. Ed Saunders reported that as a result of certain "open-market transac-
tions" by employees coupled with the fact that they were already re-
ceiving equalization a owances, the whole matter of equalization allowances and
25X1A2g open-market transactions was under study and a report would be caning up soon.
3. Ed queried me conc the advisability of destroying a section of the
warehouse at Project I told him that as I recalled it I had been as-
sured by the Logistics ice that it would be cheaper to construct new warehouse
space if it should be needed than it would be to renovate or preserve the present
structure. However,. I will look into the matter again,

5. Larry advises that the
ciple. The Bureau of the Budge,
A negotiating team composed of
do not know yet whether the

situation has been approved in prin-
necessa funds, etc.
are in Tr but we
tions. There appears to be some question as to whether we want the 500 kwvtrans-
mitters which the General Services Administration has. Larry has told
that we want to be notified officially in this office as to whether these trans-
mitters are really wanted before we proceed further.
6. Larry reports that the "budget study for the intelli ence community" com-
pleted by the Bureau of the Bud

8. Larry plans to leave for his trip to the Far East on 114 September; he
will stop at selected points in Europe on his return.
I looked at the FE project which proposes the renovation of a building
In view of the fact that the building is needed by 1 March 1955 and it
ted that the work can be completed three months after authorizations, I
advised that I saw no point in taking unusual action to expe-
dite it.
10. La that is concerned about our re-
lations with and personally feels that probably the trouble
stems from the dustrial Audit Branch of Ed Saunders' office whom.
he believes rides his people a little bit too hard, is too inflexible, etc. He
also thinks that we ought to make more use of "fixed price contracts" and that
this method should be looked into.
