MEMORANDUM FOR; Legislative Counsel
SUBJECT ; Nedzi Subcommittee Report
The DDO would find the legislative recommendation
concerning transactions between former CIA employees and
the Agency exceedingly restrictive. Forwarded as an
attachment are a number of papers produced by our divisions
indicating only a few of the productive contacts the DDO
maintains with ex--employees. If these contacts were pro-
hibited the Agency would lose the cooperation of a number
of individuals who have been extremely helpful in assisting
the DDO to fulfill its mission. As can be seen from the
examples, many of these contacts are targeted on our highest
priority intelligence requirements. In our relations
with these ex-employees there is no question of their
using their skills and techniques on domestic affairs as
they are entirely concentrated in the foreign intelligence
field.
