1. Since our last report dated 27 November we have established new contacts
and have followed up onacontacts made earlier. The following resume of our
activities is submitted below in two parts: (A) work with groups where initial
contacts were described in our last report and (B) new contacts.

us to the officer in charge of the Tactical Targets Branch, a group similar to)
Targets Research Branch in Washington, which works only on, railroads, bridges,
and other tactical targets in the Satellites and Western Europe, This combined'
area for purposes of target analysis has been divided into three parts and
allocated to the RAF, U. S. Navy? and U.S. Air Force, respectively. DSAFE is
responsible for more than three thousand selected targets in its allotted area4

Program 1951-53 (Enclosure 1).

educational and practical background. I met and talked with two of their

4.. Lt. Col. Alfred Martin is the C. O. and Major Charles- T. Whitmire
is his adjutant. The entire course is conducted in the Russian language and I
am told its graduates really become excellent area specialists. It is equipped
with an excellent library and somehow manages to procure the latest Soviet
periodicals and books two and three weeks after they are pqblished_inthe USSR.

d. A great deal of basic econcmic research has been done at the
school both by the faculty and the students. With a view to fully exploiting
this source I believe it would be most desirable to attach to this school one
of the team members (must be Russian speaking) for several weeks. In addition
to utilizing this school for intelligence purposes, I feel strongly that it would
be an ideal place to traimsoma of our younger men for a specialized career*

in every way possible.
