Dear Mr. Dulles :
Reference your 3 February 1961 letter and our letter of
3 March 1961 on the subject of acquiring precise radar data on
Soviet missiles during re-entry.
After study of the Lincoln Laboratory technical evaluation
of the problem and other factors, the following information is
forwarded:
a. The current proposed airborne radar system (Melpar) is
deemed technically inadequate to accomplish the stated intelligence
requirements. Also, there are no R&D re
development of this system. Therefore, ~ ements justifying the

other proposals against this important intelligence requirement.
b. Evaluation of shipboard radar proposals indicated that the
most effective approach from the standpoint of timeliness, economy,
and state-of-the-art is the Atlantic Missile

before final Judgement is made regarding the ability of shipboard
radar to meet intelligence requirements.
Appropriate CIA personnel will be kept informed on a timely
