1 onc-) f'N Dear Mr. Dulles : Reference your 3 February 1961 letter and our letter of 3 March 1961 on the subject of acquiring precise radar data on Soviet missiles during re-entry. After study of the Lincoln Laboratory technical evaluation of the problem and other factors, the following information is forwarded: a. The current proposed airborne radar system (Melpar) is deemed technically inadequate to accomplish the stated intelligence requirements. Also, there are no R&D re development of this system. Therefore, ~ ements justifying the will be undertaken at this time; however, we wilcontiinnuedtoe solicit other proposals against this important intelligence requirement. b. Evaluation of shipboard radar proposals indicated that the most effective approach from the standpoint of timeliness, economy, and state-of-the-art is the Atlantic Missile configuration. It was further decided that these ships Range MARS ship a be tested against our own targets in the Atlantic Missile Raangeest before final Judgement is made regarding the ability of shipboard radar to meet intelligence requirements.
