ence today, Admiral William F. Rayburn is stepping out as head
of the Central Intelligence Agency after barely a year of service
The Rayburn successor will be 53 year old Richard Helms. He
becomes th.e first career man to head th.e intelligence agency,
Helms joined the CIA at its birth, 19 years ago.
09rr~he change in command comes f7n th.e eve of a threatened
floor battle in th.e Senate over an attempt by th.e Poreign Relation
Committee to gain a share in a watchdog setup over th.e intelli-
gence agency, and there have been continuing criticisms of the
CIA as being heavy handed in various areas of American foreign
policya .
"If any of these factors are involved in th.e Rayburn resi-
gnation, th.e President gave no hint of it today. He said he
was accepting th.e resignation of th.e oneatime Polar submarine
Admiral with regret, and said Rayburn h.ad only-agreed to serve
for a certain time, and now wanted to ~et~trn to his home in Cali-
