For weeks Senate Democratic
Leader Mike Mansfield (Mont.)
tried to reach a compromise
suitable to the Foreign,
Relations Committee and Sen.
Russell, But now he's given up.
The Committee's resolution to
add three members to the
Russell group probably will not
be taken up until after the July
Fourth recess, Sen. Mansifield
believes Sen. Russell and his
