since 1950 have so extended the state of the art that I believe it is

I believe this Directive should be revised and reissued to
provide for controls on this subject matter Bch are consistent
with then current auto of scientific developments. in particular.
I think that the assignment of nendelegable respossttdlity to the
four named department and agency head* is unnecessary and
burdensome.
