Attached is a proposed letter for your
signature to the Bureau of the Budget commenting
on amendments to the Atomic Energy Act.
Basically this'legislation would permit a
granting of "Q" clearances by the Commission
without further investigation upon review of
files of investigations conducted by other
agencies. This has been discussed fully with
legal and security officers of AEC and they
agree with the one suggested change included.
