1. Accompanied Messrs. Duckett and Bruce Clarke
to a briefing of Jim Woolsey, General Counsel, Senate Armed Services
Committee, and Dorothy Fosdick and Richard Perle, of the Senate Subcom-
mittee on National Security and International Operations staff. It covered
Soviet strategic weapons systems including: ICBM and ABM programs,
strategic aircraft, and submarine production. Similar programs for
Communist China were also discussed. Woolsey seemed to express the
feeling of the staff members when he said that the briefing presented a
rather distressing picture, but he was grateful to us for bringing him
up-to-date.
I asked Jim Woolsey what he thought the schedule would be for Senate
consideration of the military procurement bill, especially provisions (like
the Symington amendment) 25X1
Woolsey said airman Stennis had sent a letter to Majority
Leader Mansfield suggesting that the Senate consider the bill in three
sections:
(1) Provisions and amendments pertaining to U.S. military
weapons programs.
(2) Provisions and amendments on Southeast Asia.
(3) End the war amendments.
Woolsey thinks the debate on weapons systems will take at least two weeks;
therefore, he does not expect discussion on Southeast Asia until after the
1st of October at the earliest.
2. JGO) Met with Mr. Richard Barton, Employee
Benefits Subcommittee staff, who told me that he has forwarded a revised
Committee print for reproduction and expects copies sometime during the
day tomorrow. This print will contain for the first time complete exemption
for the Agency in the four-year considerations of congressional measures
relating to the invasion of privacy of Federal employees. Mark-up of the
Committee print will continue in open session on Wednesday, 29 September.

3. Met with Mr. Ralph Preston, House Appropriations
Committee staff, and in response to his question concerning the pictures
in Aviation Week magazine of 19 July, I told him that there has been a change
in Soviet policy that has resulted in pictures of the S.oyuz missile erection
on the pad being released to American news media. Additional pictures
will be published in National Geographic in the near future. (This information
was received from FMSAC.)
I briefed Mr. Preston on
4. Met with Mr. Michael Van Dusen, Near
East Subcommittee staff, House Foreign Affairs Committee, concerning
the administrative arrangements for the meeting with Chairman Hamilton
and the Near East Subcommittee on Thursday, 7 October. The meeting
will be held in room 2200 Rayburn House Office Building. Mr. Van Dusen
requested that the time for the meeting be firmed up as early as possible
since he will need to send out a letter for the Chairman to the members
of the Subcommittee. Mr. Van Dusen was granted a TS clearance by the
Department of Defense according to a letter to Chairman Morgan from
the Assistant to the Secretary of Defense, Rady Johnson, dated 18 August.
5. I I Mr. Wendell Mitchell, Administrative
Assistant to Senator Allen (D7, Alabama), called concerning
an applicant for Agency employment. had been
interviewed Tuesday, 21 September, by Agency recruiter,
but he still wanted to talk to an "actual CIA agent. " I explained to
Mr. Mitchell that Agency policy limits personnel interviews to Agency
recruiters unless a specific position is offered. I assured him that
application would be carefully reviewed. 1 ::1
was subsequently called and stated that I clearly does not
qualify for any position. He has talked to several Agency recruiters since
1965 and never completed an application until his last interview Tuesday.
He is recommending against employment. The case was discussed with
OP, who advised that six recruiters have recommended against
employment due to poor employment and educational background. Letters
in connection with present application were received from
Senators Allen, Sparkman (D., Alabama), and Representative John
Buchanan (D., Alabama) and replies by Personnel will be coordinated
with OLC.

6. FE Division, consulted us about
a request from State Department that we provide Justice Department with
Agency reports on Korean Cultural and Freedom Foundation and Radio of
Free Asia. II had previously discussed this with of 25X1A
OGC. I made some suggestions for inclusion in the transmittal note to
Justice and also suggested that this matter be cleared with Mr. Karamessines.

F__ I consulted us about a constituent inquiry which Senator
developments on this.
Percy has referred to the Army concerning a passport procedure being used
in Okinawa. We suggested that Senator Percy's query be handled by the Army
without reference to the Agency. If Senator Percy raises further questions
on what appears to be a routine constituent inquiry, we will consider contacting
him or his staff directly. will keep us advised of any further
et with Representative Herman Badillo
and his Administrative Assistant Paul Schasberg regarding some sensitive
material we understood the Congressman had received from a former Agency
employee. See Memo for the Record.

Vandivier, State Department, in meeting with Representative Paul Rogers
and Robert Maher, of his staff, in response to Rogers' request for follow-up
