(Text) Rio de Jd 'o--The governor of the State of Guanebara, Carlos
Lacerdo, "is in the service of powerful economic and finaaeial
irtc:iests and therefore belongs to the most reactionary-sector of the
nation." These were the opening words of a speech delivered yesterday
by Afonno Arinos, deputy in the 'Legislative assembly. Arinoa, who is
the non of the foreign minister, resigned his position as deputy leader
o.' the majority in the assembly because of his "profound diaegreement
wwth the opinion of Governor Lacerda against Brazil's' independent
foreign policy."
Lacerda was recently accused of trying to put pressure on President
Jonio Qundroa' government, forming what has been described. as an
"nnticonmunist command post," directed by members.of the U.S. Centre l
Intelligence Agency.- Today's session of the legislative chamber of
the State of Guanabare had to be suspended 20 minutes after it.began
because of the violence of the attacks on Governor Lacerda.
