But his new post is the second most important job in he State Department's inter- American bureau, ranking only behind Assistant Secre- tary Robert F. Woodward. In this new post, Mr. Goodwin will be responsible for U. S. policy derived from day to clay events in Latin America. Over the weekend, Mr. Goodwin took part iii talks in Port of Spain, Trinidad, between U. S. Ambassador Adlai Stevenson and Argen- tine President Arturo Fron- dizi. He also attended Ikst fall's economic conference in Punta del Este, Uruguay, and has made several brief official trips south of the border for the President. State Department com- plaints have been -.'frC4yent that Mr. Goodwin was con- fusing lines of authority in Latin American policy-mak- ing. Sanitized CPYRGHT RICHARD N. Indication of. the Presi- dent's esteem for Mr. Good- win is that he will replace a veteran Latin America ex- pert in the State Department. The former assistant secre- tary was Wymberley DeR.
